epydoc-pyXX and, if found, fails to load module py, even if py-pyXX is
installed.

dmacks: Explicitly disable building the HTML docs because it
autodetects docutils-pyXX, which seems to be broken on some
platforms. No users have complained about *not* having the html docs,
(previous revisions had no BDep to enforce their building, so silently
inconsistent .deb) so forcing disabled until someone cares and fixes.

dmacks: might need dbus (daemon package) even though only sounds like
a library interface, and no obvious harm in having it anyway. See:
